    In many counties in North Georgia, most counties have Magistrate Courts who after an individual files a police report against another individual act as a court of inquiry to determine whether there is sufficient proof to suspect the person of guilt and to require him to appear and answer before a competent court to try him.  These courts typically determine probable cause.
